The population is 111 million total, but from that 12 million working age men are living underground in the United States, as illegal aliens. These people can not or do not return to their homeland to vote, so the corrupt politicians remain in power. As they lose popularity, all they need to do to stay in power is... help unfavorable political opponents get over the border. This gives the politicians a larger slice of the shrinking pie.
