The problem is that various laws prevent the arming of cargo ship crews, and many countries don't want armed cargo ship crews coming into their ports (including the US). I believe that the ships that are carrying armed guards, like the Alabama is now, are picking them up offshore before the ships enter hostile waters then unloading them before they enter their destination ports. If they didn't do that then the ports wouldn't let them enter. I seriously doubt the US would ever allow foreign cargo ships to show up in American ports with stocks of military-grade weapons on board unless there were very specific and very strict regulations ensuring that they're locked up as long as they're in US waters and unless US authorities had the power to detain anybody who uses them while in US waters. And since the US would likely impose such regulations on foreign armed cargo ships then you can bet those foreign countries would impose similar regulations on US armed cargo ships.?
How good could it possibly be if they just left it there a hundred years ago? Maybe the decision to leave it there came down to this. We can either bring our two crates of Jack Daniel's, or we can bring two crates of our Whyte & Mackay, or one of each. They took a vote, it was unanimous t hat Whyte and Mackay tastes like piss so they left both of them and moved on.

To put that into perspective and give you an idea. Our stomachs used to have lots of strong acids in them for digesting uncooked meat and other raw stuff during our homoerectus era.
