In the 60s? Hell, in the 90s (as NAFTA was being sold to its unwitting victims) Mexico was supposed to be "promoted to the inner circle of 1st world nations--trading partners with the United States, Canada, and later free trade agreements with Britain, France, and Australia" instead the amount of desperately poor of working-age increased by 30million in 20 years while jobs increased by roughly half that amount.!

There is no hypocrisy here. Iran has voluntarily signed the Non-Proliferation treaty, which forbids it to develop or otherwise acquire nuclear weapons. If it wanted to have the nukes, it should not have signed the treaty, like India, Pakistan, or Israel.
